Job Summary:
The Program Director Rule of Law will develop and support programs in the areas of rule of law and justice reform. The main focus is to provide technical expertise in successful capture efforts and in implementing and monitoring existing or new programs. Additional duties will include research and developing in-house capabilities and resources in the area of expertise.

Principal Accountabilities:
Provides technical expertise in developing capabilities in the area of rule of law and justice reform.
Develops and implements business leads and growth strategies in areas of expertise.
Participates in capture effort(s) through advance reconnaissance/ field missions; collecting business intelligence, and innovative technical approaches.
Plans and develops new program or activity initiatives in the rule of law area.
Participates in, coordinates, or manages USAID inputs into legal sector assessments conducted in conjunction with host government institutions, other USG agencies, international organizations, and other donors.
Maintains close contact, provides technical advice, and engages in policy dialogue as appropriate with staff and senior representatives of host government institutions
Maintains contact and interacts technically and professionally in a highly collaborative manner with a wide range of parties, including high level officials
Conducts rule of law assessments, evaluations, developing strategies, and designing programs. This also includes justice sector institutional analysis, planning, and diagnostic surveys;
Trains host country officials on oversight, ethics, conflict of interest, and rule of law related functions.

Management Responsibility:
Supervises home office program coordinators and field-based program managers, as assigned by Practice Director.

Knowledge & Skills:
The applicant must have expertise in three of more of the following substantive areas: court administration reform, judicial training, promoting human rights, legal education reform, access to justice, legal aid, legislative drafting, judicial ethics, alternative dispute resolution mechanisms, prosecutorial reform, and enforcement of judgments.
Knowledge of legal and justice systems in comparative contexts, and experience working in developing country contexts.
Ability to multi-task.
Demonstrated ability to develop or help develop new business.
Knowledge of USAID or the State Department rule and regulations and of procedures and policies for identifying and developing potential business opportunities.
Excellent writing and oral communication skills, strong interpersonal and analytical skills, and the ability to work with teams and manage multiple tasks.

Physical Requirements:
Ability/Available to travel internationally to potential austere environments. Up to 20% travel required for business development/capture management and/or project supervision or provision of technical assistance.

Experience:
Minimum twelve (12) years of professional experience practicing in the field of law or experience in designing, managing, and/or evaluating justice sector and core rule of law development programs on behalf of an international organization, the U.S. government, or an NGO.
Minimum of five (5) years of experience in international rule of law promotion programs.
A combination of private sector and development experience will be considered.

Education:
Possess a J.D. or related degree.
