Organizational Setting and Reporting
The position is located in the Department of Peacekeeping Operations (DPKO), Policy, Evaluation and Training Division (PETD), Integrated Training Service (ITS), Training Policy and Development Team. The incumbent reports to the Head, Training Policy and Development Team.

Responsibilities

The Training Officer is the principal technical advisor within PETD on educational methods and techniques, and the lead ITS project manager for developing peacekeeping training for civilian staff and senior leaders. Under the supervision of the Head, Training Policy and Development Team, the incumbent is responsible for the following duties:

1)Technical Advisor on training methods and techniques:
a) Serve as lead PETD professional advisor on training methods and techniques. Keep abreast of scholarship, concepts, and practice in the areas of staff development and training, with particular emphasis on instructional design and project management, distance education and training, on-line teaching and learning support, and adult education,
b) Provide PETD technical input to the development of Secretariat training strategies, policies, procedures and best practices, and
c) Provide technical training advice and support to ITS clients, to include the identification of training needs and learning outcomes and the design, delivery, and evaluation of training; and

2) Training Development. Plan and supervise the design and development of new training programmes. Within the limits of delegated authority, manage and supervise the work of teams of assistants and consultants for purposes of developing, evaluating, and updating peacekeeping training programmes for civilian personnel and senior leaders. Ensure that programmes are consistent with the DPKO/DFS peacekeeping training strategy, policy, and priorities and, as applicable, with the Organization’s Information Communications Technology (ICT) strategy.

Professionalism—Demonstrated in-depth knowledge of all aspects of distance and blended learning programmes and training methods, including course development and delivery; expert knowledge in training management and evaluation systems and web-based application development projects. Ability to provide sound training advice. Ability to manage and lead training development teams. Proven research, analytical and evaluative skills. Ability to conduct independent research and analysis, identify issues, formulate concepts and options and make conclusions and recommendations. Ability to produce high quality work with limited supervision and in unfamiliar environments. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Planning and organizing—Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Client orientation—Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education
Advanced university degree (Master’s degree or equivalent) in education or business administration, human resource management, social science or related area. A first level university degree with a relevant combination of academic qualifications and experience in the design and development of blended learning programmes may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in distance learning, instructional design, education planning and management, adult education, evaluation systems, and related areas in the field of staff development and learning. Experience in project management related to the procurement and development of education services and products is required. Prior service in the United Nations or another international organization is highly desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is highly desirable; and knowledge of any other official UN language is desirable.
